Meeting Minutes
October 2, 2023
Those in attendance: President Rob Shipp, Vice President
Tim Ritzman, Council members Rich Fegley, Donna
Showers. Secretary Karen Knellinger, HRG engineers
Justin Medinsky and Isaac Underhill, Solicitor Bill
Dissinger. Dave Stroup, Plant Manager and Jared Wagner,
Assistant, Mayor John Kerns
President Shipp called the meeting to order at 7:00 pm.
Public and Private Concerns
No one signed in to speak for 3 minutes each.
None
Special Speaker, Mike Hartley representing MCSI gave
details on the bike and pedestrian assessment for a grant
from Penn Dot and TriCounty. The $70,000 grant is an
80/20 match with $14,000 coming from MCSI. Mr. Hartley
provided a timeline from October 2023-June 2024 for the
project completion. He is requesting input from
community members and will need Council to adopt the
plan sometime in May of 2024.
Amendments to the Agenda
None
The minutes from the last regular meeting were
previously emailed and reviewed. Vice President Ritzman
made a motion to approve the minutes as presented.
Councilmember Fegley seconded the motion. Approval
was unanimous.
The bills/receipts/expenditures were reviewed and
discussed. Councilmember Fegley made a motion to
approve the minutes as presented. Councilmember
Showers seconded the motion. Approval was unanimous.
Street Committee Report
Dave advises Cleck Paving has completed all paving and
he will put topsoil along the edges of Grave and Poplar
Street. Grass seed has been planted on South High Street
from the earlier project. Fill has been hauled to Iron
Mountain Road. Jared will be attending the Dirt and
Gravel Road seminar in Danville for two days at the end
of the month. The Borough parking lot was resealed; this
is the first time in 22 years.
Sewer Committee
Kappe is still working on a solution for the incorrect new
air valve at the plant. Dave and Jared will be attempting
to install themselves.
Water Committee Report
The tower mixer is running and it is too early to tell if a
chlorine booster pump is needed but they will continue
to monitor the residual.
A replacement solenoid for the well was ordered since
the pressure was fluxuating and this can lead to the
reservoir going dry.
DEP line inventory continues.
Finance Committee Report
Preliminary budget meetings are scheduled.
Solid Waste Committee Report
The biennial Fall Clean Up Day is scheduled for this
Saturday from 8-12.
The electronics recycling provider from McClure has not
responded but Dauphin County incinerator will take
televisions for free.
Engineer’s Report
Justin advises he has no subdivision plans to review. New
Harvest Church wants to revisit the parking lot paving
project. He forwarded the Stormwater Ordinance to a
new consultant. The mixer is operational and chlorine
injection system is on hold but should be included in the
2024 budget if needed.
CFA meeting for 9/19 was cancelled and rescheduled for
11/21.
The LSA grant has a very wide scope of projects and
applications are due by the end of November.
No news on the 2024 Casey grant.
Zoning Permit
Zoning officer Reilly advised he has approved one permit;
406 Poplar Street, rooftop solar panels.
Mayor’s Report
Trick or Treat will be Saturday, October 28th, from 6-8pm
Solicitor’s Report
Solicitor Dissinger advises Burgett is working on the final
draft of the Moore easements. He will speak to Dave
about adding the water line.
Ordinance 2023-01, SALDO is continued since the street
and road right of ways need to be refined. He asked for
permission to consult with HRG, approval was given.
The junk car ordinance is also continued.
Old Business
President Shipp had the Boy Scouts paint both of the
tunnels; they may need a second coat.
New Business
None
Adjourn to a brief Executive Session concerning legal
matters.
Adjourn from the Executive with no action taken.
Councilmember Fegley made a motion to adjourn.
Vice President Ritzman seconded the motion. Approval
was unanimous.
The next meeting will be held on Monday, November 6th
at 7pm.
